Walthers GP20, rather new and it appears very little run time, but there is a problem.

When set on a DCC fitted layout, the engine runs no matter the DCC throttle setting.

It doesn't run fast tendance and in fact pokes along, but with throttle set at 0, it still moves, and with

Throttle wide open, it still runs slowly with no speed control.

Headlight works forward and reverse on command 0, and strobe light in front also works.

I tried to reset the decoder (CV 8 set to value of 8) and problem still persists.

My DCC system properly reads the decoder and all seems normal : decoder address 816.

I'm not interested in trying to fix it. This is being sold for the widow of a guy that recently passed

and so I don't know the history of it, but it looks new-ish to the eye. No box and no guarantee, but

priced so maybe someone might try to give it a go.
